Sir:-

I have laid before the Marquess of Salisbury

your letter of the 17th instant enclosing copies of

further despatches received from the Governor of

Hongkong respecting the increase of piracy on the

West River and in the adjacent waters.

As regards the suggestion made by Sir Henry

Blake in paragraph 5 of his despatch No.278 of the

4th ultimo I am directed by Lord Salisbury to state

that the question of the working of the Regulations

for Inland Steam Navigation has been under his consideration, and I enclose for Mr. Secretary Chamberlain's information copies of correspondence which

has taken place between this Department, Her Majesty's Chargé d'Affaires at Peking and the Board of

Trade on the subject, as well as a copy of a Memorandum by Mr. G. Jamieson, C.M.G., late Her Majesty's

Consul

Colonial Office.
